RC-100 defines a public, developer-facing documentation set for webhook integration.

This OpenAPI document is contract-only:

• It intentionally defines no HTTP endpoints (paths: {}).
• It exists so the public API reference (Redoc) can link RC-100 as part of the docs journey.
